On Friday 1st March (15h00-19h00) and Saturday 02nd March (9h00-13h00), the POL department will have the pleasure of welcoming Professor Ramona Coman who will deliver the workshop "Rule of law in the EU: tools and challenges".
Respect for the rule of law has become a major concern in the European Union. As a number of Member States have challenged this common value, the EU institutions have adopted a large number of instruments, not without major conflicts and tensions. These instruments have been widely criticised both in their adoption and implementation, with observers, academics and political actors alike lamenting that "too little too late" has been done to halt the gradual or rapid dismantling of the rule of law. The objective of this course is to examine the instruments available to the EU to address the lack of respect for the rule of law.
After briefly discussing the context of the emergence of these instruments (European Semester, Rule of Law Framework, Rule of law dialogue, Article 7, infringements, Rule of law Annual Report, rule of law conditionalities), the objective is to look at their strengths and weaknesses. The workshop is based on a public policy approach with a focus on evaluation and implementation. The workshop will discuss both the political elements of the emergence of a rule of law policy at the EU level and its technical aspects.
The workshop will take the form of an interactive dialogue.
Session one will discuss the context.
- How did we get here? It will also present and discussed the EU’s rule of law policy and the instruments developed since 2010.
Session two is focused on the politics of the rule of law.
- How do EU institutions and domestic actors shape EU’s rule of law policy?
- How does the European Commission fulfil its role as guardian of the treaties?
- What is the role of the Council?
- How has the European Parliament shough to shape the EU’s rule of law policy?
- When and why do we see the European Council playing an increasing role in this debate?
And what about civil society? How does organised civil society engage in rule of law debates?
Session three look at implementation to examine the instruments available to the EU to address the lack of respect for the rule of law.
- It will zoom in into the European Semester, Rule of Law Framework, Rule of law dialogue, Article 7, infringements, Rule of law Annual Report and the rule of law conditionality in the Next Generation EU and the Recovery and Resilience Facility.
The workshop is organised by the European Political and Governance Studies Department but is open to students from all departments. As the number of spots is limited, registrations work on a first-come, first-served basis, with priority given to POL students. Registrations will close on Thursday 22nd of February at noon.
